PSA Deputy Director/General Services Director

Pulaski County is seeking an applicant to fill a dual role of a Public Service Authority Deputy Director and a General Services Director. This position would be responsible for the direction of commercial and residential refuse collection as well as the billing staff, the PSA vehicle fleet, equipment, fuel, disposal of refuse and recyclables and the Pulaski County Convenience Centers. Also, the candidate would be required to direct the General Services, County Garage, Grounds Maintenance and Environmental Services Departments that include budget preparation, capital improvement needs, Commercial Pesticide Programs, vehicle purchases, renovations and repairs to County buildings and excellent communication and supervisory skills.

Requirements:

Thorough knowledge of budget preparation and operational procedures, thorough knowledge of available project funding alternatives, ability to effectively communicate and work independently with governmental agencies and officials.

Education:

A bachelor’s degree is preferred but not required.

Community Development Receptionist

Pulaski County is seeking a receptionist for the Community Development Department. This position will be responsible for answering the telephone, greeting and directing the public and operating computers along with standard office equipment and assisting the public with permit application submittals, scheduling inspections, coordinating submittal of documentation and providing excellent customer service to the public.

A minimum of a high school diploma or GRE required. Associates Degree preferred or any combination of education and experience equivalent to the position is preferred. Knowledge of computer operations, typing and clerical work is required. General knowledge of office administration, project management, spelling and arithmetic is required. Ability to establish and maintain working relationships with others and the ability to follow oral and written instructions is required. Microsoft Office Suite training and/or experience. Ability to work effectively in a team environment.

Job Description


Building Code Official

Responsible for administration and enforcement of the Virginia Uniform Statewide Building Code to ensure the health, welfare, and safety of the citizens of Pulaski County. Performs plan review and inspections on many construction types including residential, commercial, industrial, electrical, mechanical, and plumbing, as well as other duties. Supervises a Building Inspector and is an integral member of the Community Development Department. Candidate is required to be a licensed professional engineer or architect, building, fire or trade inspector, contractor, housing inspector or superintendent of fire or trade construction with at least five (5) years of experience. A Bachelor’s degree is preferred. Must have a valid Virginia driver’s license. Must be certified by DHCD within 12 months of hire as a Certified Building Official. Preferred applicant will have DHCD certifications as a Certified Building Official and have experience in building and construction.

Responsible for the daily operations and maintenance of County buildings; interior and exterior; commercial and industrial. Performs/directs tasks requiring highly technical skills in the repair, maintenance and preventative maintenance of Pulaski County buildings and grounds; electrical, mechanical, HVAC and plumbing needs. Provides supervision and direction to subordinate employees.

High School Diploma or equivalent supplemented by at least two of the following (preferred but not required): Commercial and/or Industrial building maintenance experience, certification from accredited trade or technical school in electricity, HVAC or related field, five years experience in commercial or industrial building maintenance, EPA Refrigerant Certification, and/or Associates Degree in mechanical, electrical, or construction management field.
