Project Manager - Virginia Regional Industrial Facility Authority.

The Pulaski County Office of Economic Development, is seeking to hire a Project Manager to serve the Virginia Regional Industrial Facility Authority. The Authority is a regional entity consisting of 11 member jurisdictions. The Project Manager will work under the direction of the Executive Director of the Pulaski County Economic Development Authority (EDA), and will be a 40-hour per week employee primarily promoting and managing the development of the New River Valley Commerce Park.

General responsibilities include: Marketing and promoting the holistic development of the industrial park; caring for and comprehensively developing the 757.5-acre industrial park; Managing existing and future lease purchase, utility, agricultural rental and other agreements; applying for, administering and managing grants and loans; managing the Authority’s budget and finances with bookkeeping services provided by the New River Valley Regional Commission.

The salary range for this position is $47,336 - $74,968. This is a full-time position that includes health, dental, vision and life insurance, optional 457b Deferred Compensation Plan, paid holidays, vacation and sick leave and much more. This position requires extensive knowledge of economic development and marketing, with computer skills including GIS and CAD desirable. Construction Administrator

The County of Pulaski is seeking to hire a Construction Administrator that would be responsible for performing construction administration duties related to public works and building construction/maintenance projects. Duties include planning, coordination, and oversight of construction projects from inception to completion in accordance with Local, State and Federal regulatory funding requirements. This position also administers the County’s Erosion and Sediment Control (ESC) Program.

Pulaski County prefers a Bachelor's Degree in Architecture, Construction Management, Engineering or a related field and a minimum of five years’ experience. It also requires an ESC Combined Administrator Certification (Administrator, Inspector, Plan Reviewer) or ability to become certified within one year of employment. Experience in Federal and State grant management, general construction practices, project management, budgeting and working with the public are required.

PSA Deputy Director - Water/Wastewater

Planning & Zoning Director

Pulaski County is hiring for the position of Planning & Zoning Director. With a population of 34,500, Pulaski County provides a full range of rural and urban services. The County is located along I-81 just north of the I-81/I-77 intersection. With a land area of 327 square miles, Pulaski County encompasses the Towns of Dublin and Pulaski, the New River, Claytor Lake, two state parks, portions of the Jefferson National Forest, and the second largest Boy Scout camp in the US. The County also hosts a regional industrial park, a regional general aviation airport, jail, landfill, sewer treatment plant, home for handicapped adults and the Pulaski Yankees at the historic Calfee Baseball Park. The New River Valley offers a K-Doctorate level educational system through the Pulaski County School system, the Southwest Virginia Governor’s School for Science and Math, New River Community College, Radford University and Virginia Tech.

The essential functions for this position are to oversee the planning and zoning office including the administration of zoning, subdivision, land development standards, long-range planning, and other related activities and duties. Responsible for enforcement of zoning, land development, and subdivision regulations. Staffs and serves several boards and commissions on behalf of Pulaski County. Does related work as required. Should operate at the executive level to interact with elected officials, appointed officials, and the public.

Educational Requirements: A Bachelor’s degree in planning, public administration, architecture, geology, or a related field preferred. Minimum of four (4) years of experience in planning or a related field; project management experience for planning and design of capital improvement projects; general knowledge about a wide range of planning topics; computer skills necessary to work in various Microsoft Office programs and ESRI ArcMap; ability to interpret and draft codes and ordinances; proficiency at public speaking; ability to work effectively in a team environment. Possession of a valid appropriate driver’s license issued by the Commonwealth of Virginia.

Preferred: Master’s Degree in planning or related field, AICP certification, minimum of two (2) years of supervisory experience, experience working with building inspectors, Certified Zoning Administrator (CZA) certification. Must have excellent customer service skills, technical writing ability, negotiation skills, verbal communication skills, and Planning Commission Management.

Heavy Equipment Operator

The Pulaski County Public Service Authority is seeking to fill a full time position as a Water/Wastewater Department Heavy Equipment Operator. The primary responsibilities are performing routine skilled mechanical work in the installation and maintenance of the water distribution and sewer collection systems. The employee shall perform responsible skilled work in the operation of, but not limited to, a backhoe, trench machine, bush hog and other heavy equipment as required. A Class A CDL is required.

Public Safety Telecommunicator

The County of Pulaski is seeking to fill experienced full-time E-911 Public Safety Telecommunicator postions. The salary range for this position is $32,600 - $59,482 and is commensurate upon education and experience. Job requirements include receiving and dispatching emergency (911) calls for police, fire and emergency medical services. Must at a minimum be certified as an EMT, Firefighter 2, and have completed a state approved Class 3 EVOC course. Must be insurable under existing County of Pulaski vehicle policy, which currently requires employees are a minimum of 19 years of age to operate emergency vehicles.

Full-time staff work 48 hours per week with variable shifts including 24 hour shifts as needed.

Full time employees receive a salary based on training and experience. Positions classified as full-time receive full benefit package including health insurance and VRS retirement offered through the County of Pulaski. Grounds Maintenance Technician

These positions are responsible for the maintenance and mowing of all County owned properties while providing a safe and esthetic environment for our citizens.
